The foreign policy speech of American's presidential candidates has always been a highlight during the president election.It has also been drawing a lot of attention from countries around the world.The viewpoints,stands and attitudes candidates hold towards some global issues and concerns could be used to analyze Americans' future policies on home and foreign affairs and the potential influence those policies would exert on the world.Because of the importance the speech,this paper will use a foreign policy speech as its material and simulate an interpretation on this major event from English to Chinese adopting the approach of consecutive interpreting.In light of the specialty of foreign policy speech,it is worthwhile to note that political speech is more formal with audiences having a higher level of education in contrast with other public speeches.In accordance,it sets a higher standard for interpreters to perform in such an event.The Interpretive theory is one of the most frequently quoted theories in translation researches and studies.It pioneered in studying the dynamic process of interpreting.Although there exists some controversies over this theory,it is still widely accepted in the teaching practices for interpreters.It plays a significant role in directing interpretation through its emphasis on discovering rules of the dynamic process of interpretation and on the communicational meaning.Although the theory is widely used in directing the interpretative practices at various diplomatic occasions,little is done in concern of the consecutive interpretation on foreign policy speech.As a result,this paper aims to bridge this gap by doing a case study on Hilary Clinton's 2016 Congress foreign policy speech.In the first chapter,this paper looks back at the history and development this theory,explains in details its main ideas and the dynamic process of interpretation.Followed is the second chapter where an introduction of consecutive interpretation and foreign policy speech is presented.In the next chapter,interpretative theory is applied to the analysis of the material used in this paper through employing some interpreting skills and analyzing background information.The skills used in this paper include image replacement,adjustment of logical structure,omission,information complementing,etc.The purpose of this thesis is that with the application of interpretive theory,the interpreter could improve its quality of interpretation.
