After the adoption of the policy of reform and opening-up,China has attained an enormous economic growth over the past several decades, for which she started to play an increasingly important role on the international stage. As the largest developing country and also a socialist country,China's policies and development plans,on the one hand, have attracted more and more attention from people all over the world,on the other hand, are still not well understood by or even not known to the rest of the world. One of the main reasons consists in the fact that the C-E translation of political publicity doesn't manage to play its critical role effectively. In terms of this type of translation, researches in the past mainly concentrate on practical experience without paying enough attention to theoretical support,so this thesis tries to discuss it in light of German functionalist approaches. This thesis conducts a qualitative research, mainly adopting descriptive and comparative analysis. With the source and target texts of Vision and Actions on the Belt and Road Initiative as the case, this thesis employs the main theories of German functionalist approaches and summarizes some frequently used translation techniques, such as addition, deletion, substitution and restructuring, attempting to help improve the intelligibility of the English version of Chinese political publicity and the degree of acceptance of foreign readers and also to provide translators, especially beginners, with a theoretical and practical reference with respect to the future C-E translation of political publicity. This thesis, after analyzing the case, comes to a conclusion that German functionalist approaches can be applied to the guidance of the process of C-E translation of political publicity and they provide a relatively systematic theoretical basis for the translation of Chinese political publicity.
