The Yangtze River Delta region has always been a leader in leading the continuous development of China's manufacturing industry. However, under the current background of the new normal economy, the competitiveness of the manufacturing industry in the Yangtze River Delta has been at a disadvantage both domestically and internationally. In sharp contrast to this, the cultural and creative industries continue to thrive and become key elements and new impetus for economic development under the new normal economy. The development of cultural and creative industries in the form of agglomeration continues to drive economic progress. On the one hand, due to its unique characteristics of high innovation, high added value, and high invasiveness, the cultural and creative industries can have a strong connection with the manufacturing industry, thus promoting the transformation of the manufacturing industry through creative driving and technical support. On the other hand, within a certain geographical distance, the development of cultural and creative industries can continue to influence the development of traditional industries in neighboring cities through space spillover effects, which also includes the promotion of manufacturing efficiency. Therefore, how to achieve the transformation and upgrading of the manufacturing industry in the Yangtze River Delta through the agglomeration of cultural and creative industries, and improve the overall efficiency of the manufacturing industry, this issue has very important research valueThis paper first summarizes the research on the influence of the cultural and creative industry agglomeration and the influence of the cultural and creative industries on the development of the manufacturing industry, and summarizes the mechanism of cultural and creative industry agglomeration on manufacturing efficiency. It clarifies that the agglomeration of cultural and creative industries can reduce the manufacturing transaction costs, increase the level of innovation and increase production efficiency through competition effects, scale economies effe and innovation effects.Secondly, the status, trends and spatial distribution of cultural and creative industries agglomeration and manufacturing development in the Yangtze River Delta are described.Next, the paper has selected spatial data for 25 cities in the Yangtze River Delta region from 2006 to 2015 to carry on real diagnosis analysis, the irrigation water rights and the underground water rights which are two kinds of water rights types to carry on real diagnosis analysis. The spatial econometric model takes the economic geographical distance as the spatial weight matrix and carries out the Moran'I test on the spatial correlation between manufacturing efficiencies in 25 cities in the Yangtze River Delta region. The results show that there is a significant spatial correlation between the manufacturing efficiency of the cities, and the degree of correlation continues to deepen over time.Next, the spatial Dubin model based on spatial regression partial differential method empirically tests the effect of spatial agglomeration of cultural and creative industries on manufacturing efficiency. The results show that the space spillover effect is obvious.Agglomeration of cultural and creative industries can not only improve the efficiency of manufacturing in the region but also increase the efficiency of manufacturing in the neighboring regions. Therefore, the government should support the spatial agglomeration of cultural and creative industries, optimize industrial layout, strengthen inter-industry collaboration, increase the level of informationization and transportation infrastructure and other aspects of accumulation and investment, and promote the spillover effect of cultural and creative industry agglomeration on manufacturing efficiency.
