Based on the translation practice of 2017 Huangshan Government Work Report,issued at the 7th Session of the 6th People's Congress of Huangshan,on January 23,this report analyzes the difficulties in C-E translation of the government document before putting forward methods to solve the difficulties.The biggest difficulty in this project is the translation of regional neologisms,which can be divided into the following three types:(1)special-item names in concept-vacancy neologisms,(2)current hot terms in concept-vacancy neologisms,and(3)numeral vague terms in expression-vacancy neologisms.According to Nida's Functional Equivalence Theory,translation emphasis should be laid on the meaning equivalence between source text and target text,then on the text style.The author analyzes the difficulties in translating the 2017 Huangshan Government Work Report,before proposing the three corresponding methods:(1)transl iteration plus a generic word to translate special-item names in concept-vacancy neologisms,(2)imitation based on fixed translated expressions to translate current hot terms in concept-vacancy neologisms,(3)replacement of vague words with connotative words to translate numeral vague terms in expression-vacancy neologisms.The application practice of the three methods shows,that the methods can efficiently solve the three difficulties in this translation project,and provide useful guidance and reference for other translators and interpreters to better translate government documents full of regional neologisms.
