Research On The Supply Of Public Cultural Service In Hohhot

The 19 th national congress of the communist party of China put forward that the major social contradictions in China have been transformed into "the contradiction between the people's growing need to beautify their lives and unbalanced and inadequate development",and the people's demand for spiritual level,especially for excellent culture,is increasingly strong.Promoting the prosperity and development of socialist culture has been incorporated into the national development level.In this paper,new public service theory,public product theory,"multi-center governance" and other related theories are applied,and literature research method,survey method,data envelopment analysis method and other research methods are used.Through investigation and research,it is found that since Hohhot obtained the qualification of national demonstration area of public cultural service system in 2015,it has actively promoted the construction of public cultural service system and greatly improved the level of public cultural service.At the same time,there are also some problems in the supply of public cultural services,such as imperfect decision-making mechanism,mismatch between supply and demand,low utilization efficiency of grassroots public cultural service facilities,low market and social participation in the field of public cultural services,and shortage of talents in the field of public cultural services.Through further analysis,it is found that the above problems are caused by the concept of decision makers and the decision-making process need to be improved,local financial constraints,limited expression of the needs of the masses,imperfect performance appraisal system,and insufficient attention to talent construction.Inspired by the experience of public cultural service supply in zhoushan,shenzhen,anyang and other places,this paper puts forward six Suggestions on the supply of public cultural service in Hohhot.Broaden the channels of capital investment;Strengthen supply from demand;Improve the availability and efficiency of supply;Establishing a multi-level performance appraisal mechanism;Improve the stability of the talent team.This paper expects to further enrich the research on the supply of public cultural services in minority areas through the research on the supply of public cultural services in Hohhot,and help strengthen the construction of spiritual civilization at the grassroots level in Hohhot,promote the transformation of customs,meet the spiritual and cultural needs of the masses and improve the comprehensive cultural quality of the masses.
