A Project Report On The C-E Translation Of Regulations Of Jiangsu Province On Sunan National Independent Innovation Demonstration Area

The translation of local regulations not only satisfies the requirements of construction of the rule of law in a new era,but also serves as an important means of Chinese legal discourse system going global.While safeguarding economic and cultural development,it also contributes China's wisdom and programs to global governance.This project report is unfolded on the basis of the C-E translation of Regulations of Jiangsu Province on Sunan National Independent Innovation Demonstration Area.By analyzing features of the local regulations,it aims to study the major issues and difficulties encountered during translation and their corresponding solutions.The Regulations features professionalism and solemnity in lexicon and preciseness and complexity in syntax.Under the guidance of the following three principles:accuracy and precision,consistency and identity and clarity and concision,this report analyzes difficulties and solutions from the lexical and syntactical level.From the perspective of lexicon,terminology and noun phrases are two major difficulties.In the translation of terminology,the author tried to use SDL MultiTerm Extract and proposed two methods of translation:referring to parallel texts and searching online databases and corpora.As to dealing with noun phrases,prepositional phrases,participles and attributive clauses can be adopted.From the perspective of syntax,sentences with the "dui(?)" structure and the"de(?)" structure are two major difficulties.As for the translation of sentences with the"dui(?)" structure,converting into prep-object phrases,verb-object phrases and adverbial clauses of condition can be effective.When sentences with the "de(?)" structure are translated,adverbial clauses of condition and attributive clauses may serve the purpose well.By summarizing and analyzing the translation practice of the Regulations,the author proposes that development of the translation of local regulations requires joint effort of both the government and translators.For one thing,the government should formulate uniform standards and norms and exchanges between different local governments should also be strengthened.For another,translators should enhance their professional abilities and accumulate relevant knowledge and experience.
