The Currentsituation And Improvement Of Socialization On Public Cultural Service In Weihai City

As a crucial component in the government public services,public cultural services play an essential role in improving social stability,enhancing the public's cultural attainment,propagating Core Socialist Values,strengthening social cohesiveness and forming benign social conduct.At the present stage,our nation's public cultural services are facing a wide variety of problems such as management problems,capital problems,human resources problems,etc.This essay starts with the conflict between the supply and demand of public cultural services,and sets its background on the construction of public service-oriented government and the deepening of the reforms of the cultural system.Its purpose is to study the effects that government,corporation and society have over public cultural services.This thesis targets at five patterns from the practice of public cultural services socialization process in Weihai City and their related policy-making status.Applying correlated theories of management and economics,using research techniques,namely,literature,questionnaires,surveys,case studies,the author also analyzes the problems emerging from the socialization process of Weihai City,their contributory causes and influencing factors,and at last,provides some suggestions to the problems one by one.Based on the study,the author believes that the public cultural services socialization work in Weihai City are facing problems such as the lagging behind of social groups' development,the lacking of corporation participation motive,the lacking of supervision of government purchasing projects,the limitation of the undertaking of the social power.The main reasons for the above problems lie in the lacking of supporting and encouraging measurements,the imperfection of policy protection system,the defectiveness of supervision and evaluation mechanisms,and Market role play is not sufficient.After analyzing and summarizing the problems and the causes mentioned above,by combining the work that Weihai City is and will be deploying,the author suggests that we could improve our work by quickening the transformation of the government functions,perfecting policies and standard systems,accelerating the construction ofperformance evaluation mechanisms,and fostering undertaking subjects of the socializations of public cultural services.
