Research On The Construction Of Rural Party's Grassroots Organizations In Hongtong County,Shanxi Province(1949-1957)

The grassroots party organizations in rural areas act as a bridge between party and the broad masses of the people in a more direct way,which play an important role in leading the masses to carry out their work and stabilize the society.After 1949,Hongtong County faced many problems,which became the obstacles that the party leads the rural work.Therefore,it is necessary to step up the rectification so that the party can shoulder its historical responsibility.The construction of the rural grassroots party organization in Hongtong County has been carried out for eight years.The construction mainly combined with the party consolidation and the rectification movement,in order to achieve the ultimate goal of strengthening the rural grassroots party organization construction.In 1950,under the background of the national rectification campaign,Hongtong County carried out specific work.First of all,the government officials organized leading group to formulate measures for rectification based on the actual situation;subsequently,the officials convened meetings step by step or held a short-term training class to carry out the rectification,through which the work achieved certain results.However,due to the short time,it did not fundamentally improve the bad style.In order to further rectify a series of problems in the party organization,the party reorganized movement was launched.The party reorganized movement from the beginning of 1951 to the beginning of1954 was divided into three aspects: training party cadres,typical experiments of party consolidation and education of party members.In the process of the rural grassroots party organization construction.in Hongtong County,the main activities include: “eliminating the gaps in the mountain branches”,transforming the backward branches,and improving the system construction of the branches;developing universal education and normalizing the management for the party members;absorbing non-party activists and training probationary party members.At the same time,integrated with various social movements at that time,the party's grassroots organizations were constantly strengthened.With the completion of the first five-year plan,domestic economy was improved.However,some ethical problems were found in some party members and cadres.Therefore,it's necessary to reform the party internally.In 1957,Hongtong County launched a rectification campaign,which was mainly opposed to bureaucracy,subjectivism,and sectarianism.A lot of work has been done by the government in Hongtong County includes: correct the unhealthy trend of the branch;strengthen the education of party members;select and train cadres,strengthen management,decentralize cadres at the grassroots level,and stresses on the investigation of cadres.The construction of grassroots party organizations in the rural areas completely broke the old political order in rural society and constructed new political relations,thus opening up channels for the transmission of central power and becoming the basis for the CPC to carry out work in the countryside.In this process,it can be found that the governments in Hongtong County has formulated detailed plans,launched various social movements and achieved great results.However,some shortcomings cannot be overlooked.lessons we learned from the history and precious experience we accumulated will have a great influence on today's CPC construction at the basic level.
