The non-material cultural heritage is the cultural result of the people of all ethnic groups in the thousands of years.It is a very important national cultural foundation.It is a precious national spiritual wealth.It is a kind of folk culture or folk tradition,it is the crystallization of the collective wisdom of the masses,and has an important position in the history culture.It is the living-state cultural heritage which is people-oriented,and emphasizes the human-centered technology,experience and spirit,and is characterized by the change of the living state.The development of the economic globalization has brought an impact on the intangible cultural heritage,and the society has gradually realized the necessity of the protection of the heritage.In order to make our country's precious cultural heritage better to save,protect,inherit,our country Adhere to the principle of "government-led,social participation",and has achieved remarkable results,but because our country is in the primary stage of intangible cultural heritage protection,a lot of work is not very perfect.Therefore,how to better exercise the administrative functions of the government,how to use scientific ways,how to introduce social forces into the protection of intangible cultural heritage are the practical problems that the government must consider in the protection of intangible cultural heritage.This paper explains the concept and characteristics of intangible cultural heritage,and studies the government behavior in the protection and inheritance of intangible cultural heritage in Xiangtan Municipal Government under the guidance of the relevant theories of government management.This paper introduces the present situation of protection and inheritance of intangible cultural heritage in Xiangtan City Government,studies the measures taken by the government in the protection of intangible cultural heritage in Xiangtan City,and finds out that the problems existing in the protection and inheritance of intangible cultural heritage in Xiangtan Municipal Government mainly include improper measures for the protection of intangible cultural heritage,difficulty in inheriting intangible cultural heritage,inadequate propaganda of intangible cultural heritage and insufficient training of intangible inheritors.Leading to Xiangtan Municipal Government The reasons for the problems existing in the protection of intangible culture are as follows: the system of relevant policies and regulations is not perfect,the guarantee mechanism is not perfect,the government leadership mechanism is not perfect and the lack of systematic personnel training mechanism.Finally,in view of the present situation and existing problems of intangible heritage protection in Xiangtan City,this paper puts forward some countermeasures for perfecting the protection and inheritance of intangible cultural heritage from the aspects of strengthening the construction of laws and regulations for the protection and inheritance of intangible cultural heritage,perfecting the guarantee mechanism of intangible cultural protection and inheritance,perfecting the management mechanism of intangible cultural protection and inheritance,and speeding up the construction of intangible cultural heritage talents.In order to develop for the experimental area of ecological protection in Xiangtan City.The way of protection promotes the inheritance of intangible cultural heritage in Xiangtan City.It is hoped that it will play a certain role in promoting the protection of intangible cultural heritage in China.
