Since public art museums started to open for free in 2011,"art museums without walls" have gradually come into people's daily lives and the quality of free opening has gained wide attention and undergone certain tests.As government-funded cultural institutions,public art museums should actively shoulder social responsibilities,remain committed to providing public welfare services to the society and the audience-centered approach,and continuously explore how to better meet the demands of the public.By so doing,they will improve people's humanistic quality,enrich the spiritual world of the public,contribute to a higher level of social civility and safeguard national cultural security,all of which underpin their own importance in cultural developmentThis article compares before and after the free opening of public art museums in Shandong Province,based on investigation into the provincial-level and 15 city-level public art museums,analyze the internal and external problems faced by them and propose the cause to each correspondingly by taking into consideration factors like resources matching,growth direction and market competition,etc.By focusing on public awareness and drawing on the successful practices of art museums at home and abroad,including Jiangsu Provincial Art Museum and Today Art Museum,the first art museum at national level and the first private one in China respectively,and the world-renowned Louvre,this thesis proposes some suggestions to public art museums on how to improve the quality of free opening based on their characteristics.Directed by the public's demand,the government should continuously improve its service mechanism by learning from the problems reflected,and guide the public art museums to improve the quality of free opening so as to sustain the management in policy making,implementation,supervision and feedback.Public art museums,while undertaking part of the government's functions in public culture,should always engage in providing quality public cultural service.They need to win over the cultural authorities and financial departments through appropriate application approaches and impressive projects performance,and extend their sources of funding through diversified application channels and flexible social capital.Visitors-related research guided by a relation framework should be conducted to timely identify the public's demands and expectations.Besides,it is necessary to break the geographical barriers to cultural resources and improve the academic quality of the exhibitions by joint building between provincial art museum and municipal ones and alliance collaboration.Public art museums need to build a social character of their own in line with the Chinese ethos,to safeguard the independence and inheritance of fine Chinese culture and national cultural security.
