Research On Yinli Bureau In Modern China(1876-1937)

Yinli Bureau is a charity organization that helps the poor by borrowing cash.It is commonly known as the Lending Bureau,in the promotion process,due to its rescue function and operation mode,there have been titles such as Convenience Bureau,Limin Bureau,Borrowing Office.Although the names are not the same,their essence is the same.They all help people who need help by borrowing whole and zero.In modern China,natural disasters and continuous wars brought untold sufferings and disasters to the Chinese people.With the spread of western philanthropic ideas,some people of insight realized the deficiency of traditional Chinese charity relief and began to explore new ways of relief.In the context of such times,Yinli Bureau has gradually emerged.The ultimate goal of the Rescue Bureau is to provide the need to repay the principal in the early stage,so that the poor people can rely on their own strength to get rid of the distress,and ultimately achieve self-reliance and self-sufficiency without relying on relief.The Yinli Bureau first appeared in Yangzhou in 1876(the second year of Guangxu),and achieved good results.Once its charter was published,it caused a great response,and all places followed suit.In just a few decades,the Yinli Bureau has experienced from the founding to the small boom,then the trough,the climax,and finally was integrated intothe social security system implemented by the state.The Yinli Bureau has caused a wave of imitating the founding since the establishment of Yangzhou.In 1890(the fifteenth year of Guangxu),the governor of Anhui will report the operation method of Yinli Bureau to the court,hoping that the official will take over the chair.Unexpectedly,the government refused to undertake it by the government on the grounds that "the festivals are trivial." Since then,the enthusiasm for starting a business has gradually subsided,and the Yinli Bureau has turned into a trough.During the New Deal period of the late Qing Dynasty,the livelihood problem of the poor became more prominent,and the trend of revival appeared due to the Yinli Bureau.In this period,the Yinli Bureau was no longer limited to the unemployed poor in the city as before,and it began to appear for a particular group of people,such as unemployed smokers and bannermen.After the founding of the Republic of China,floods,droughts,and war disasters occurred frequently.In order to provide relief to the victims and the poor,there was also a figure of the Yinli Bureau in the relief after the disaster.After the relief effect was significant,the poor benefited a lot.After the establishment of the Nanjing National Government,the Yinli Bureau was eventually absorbed into the national social security system.The establishment of the Yinli Bureau has promoted thedevelopment of modern Chinese philanthropy,promoted the modernization of philanthropy,eased social conflicts,and assisted the government to assume certain social responsibilities,adapting to the transformation of modern Chinese social life.Looking back at the rise and fall of the Yinli Bureau for more than 50 years,learning from history can provide a useful reference for the development of China's philanthropy.
