The source text of the translation project is Chapter 7,“The Frame in Institutional Operation: Bureaucratization of Oppression”,of The White Racial Frame by Joe R.Feagin.This chapter mainly examines the impact and operation of the white racial frame in important institutions of the Unites States,evaluates the effect of the white frame on contemporary public policymaking and also discusses other global impacts of the frame.Why the author chooses this text can be described as the attempt to learn the concept,history and status quo of the racism and the issue of human rights in the United States and the attempt to provide the others with a guide to learn the current international situation of that field.The source text is an informative one which aims to represent objects and facts.In order to transmit the thoughts and spirits of the source-text producer accurately and precisely,the author therefore selects Skopos Theory,one of the core theories of German Functionalism by Vermeer,as the guiding theory,adopts translation methods of literal and free translation,as well as translation techniques like word-class conversion,sentence-pattern conversion,division and restructuring,to transmit the referential content of the original with the highest criterion to realize the target text’s communicative purpose in the setting of target language and culture held firmly.And the author also hopes this report may provide an available guide for other translational practice of relevant texts.
