A Research On The Evaluation Of The Policy Implementation Efficiency Of Cultural Industries In Yangtze River Delta

China is in the period of its 13 th five-year plan now,and the central government has made it clear that it will devote itself to building the cultural industry into a pillar industry in China by 2020.In recent years,the central government has issued a series of cultural industry policies to promote the development of the cultural industry.However,influenced by many factors,the implementation effect of the cultural industry policy in some cities has not reached the expected target.In this regard,scholars from all walks of life have carried out corresponding studies,but most of the literature focuses on the following aspects: analyze or compare the cultural industry policies of different countries/regions,explore the evolution process of cultural industry policy,focus on single cultural industry policy,research on the content system of cultural industry policy.There are few studies on the implementation efficiency of cultural industry policies.In the research process,this paper first collected all the cultural industry policies issued in the Yangtze river delta region from 2001 to 2018 from the website of Peking University talisman,sorted out the different types of cultural industry policies involved in the Yangtze river delta region,and conducted a quantitative study on the development of cultural industry policies in this region.It is found that the trend of cultural industry policy diffusion over time in the Yangtze river delta conforms to the traditional "s-shaped" curve,with slow diffusion in the early stage,rapid growth in the middle stage and steady development in the later stage,and shows the proximity effect in the spatial dimension.Secondly,based on the prefecture-level cities in the Yangtze river delta,this paper uses the analytic hierarchy process to make an in-depth analysis of the factors affecting the implementation efficiency of cultural industry policies in this region.As the cultural industry policy belongs to the category of public policy,the academic research on the implementation efficiency of public policy can be applied to the analysis of the cultural industry policy.Research found that policy type,human input and financial investment have positive influence on cultural industry policy execution efficiency,and the number of policies,the population scale,the urban economy development level and the industry structure have negative influence of cultural industry policy execution efficiency.Administrative competition and administrative pressure have no significant moderating effect on the implementation efficiency of cultural industry policy.Based on the empirical test results,This paper holds that the feasible ways to further improve the implementation efficiency of cultural industry policy include: First,the strategic position of cultural industry policy should be clearly defined and all cities should make policies scientifically and coherently while seeking for individuation.Second,we need to clearly define the boundaries of responsibilities and the specific division of labor among different organizations,strengthen the communication and interaction between internal and external departments,and build a high-quality and professional work force.Thirdly,strengthen the reasonable use of the media and enhance the communication with the target group;Fourth,improve the target group's cognition of the cultural industry policies,strengthen the participation of the target group,and understand the real demands of the target group.Fifth,increase the investment of financial funds and human resources to ensure the implementation of the cultural industry policy in the process of resources.Sixth,create a positive and friendly environment for policy implementation,and propose specific measures to improve it from the political,economic,cultural and legal perspectives.
