In the 21st century,various countries in the world have already treated the development and management of human resources as a strategic commanding point of economic and social development.We should speed up our step in renewal,cultivation and emphasis on talents,so as to comply with the development tendency of knowledge economy.Talent is a key factor of development.The police human resource is served as representation of human resource in the specific industry of the police,which is closely correlated with both sustainable development of public security organs and social stability and happiness and contentment of ordinary people.In the process of promoting the reform of human resource system,a series of issues demanding prompt solution exist in human resource management of the people's police in Zengcheng City,especially certain issues in the police human resource allocation facing great challenges.To solve these issues,we must persist in current situation of Zengcheng City.Besides,we can use for reference relevant experiences of pilot reform provinces,but we can not indiscriminately imitate them.Therefore,it is of great practical significance to explore for a road suitable for human resource development of the grassroots police team in Zengcheng City.At first,in introduction is made in this paper to the background and significance of research,followed by a summary of relevant theories about the police management and general situation of the police human resource management at home and abroad.Then,a systematic research is made onto the concept,characteristics and basis patterns of the police human resource and its allocation.The author finds out principal factors influencing the police human resource allocation,and analyzes the necessity and importance of increasing the police human resource allocation in Zengcheng City.Moreover,the author also makes a questionnaire survey among organs subordinate to Public Security Bureau of Zengcheng City as well as investigation,statistics and analysis on existing issues of the police human resource allocation in Zengcheng City.According to statistical arrangement and analysis,the most principal issue of the police human resource allocation in Zengcheng City lies on unreasonable personnel allocation structure,not high professional quality for some policemen allocated,mismatched human-post of the police resources,incomplete assessment system prior to the police human resource allocation and serious post&level compression.Relevant reasons for such issues are analyzed as well.To this end,the author proposes relevant countermeasures to increase the police human resource allocation in Zengcheng City.For instance,economic treatment and political treatment of principal grassroots law enforcement officers are improved by increasing inclination of various resources toward grass roots,letting grass roots retain talents.In return,talents are willing to take root in basic posts.Thus,a vertical educational training network is established to improve individual business tactic level,making the police human resources to be of "high quality" even through the number is "small".In addition,two-way selection and other multiple allocation patterns can be implemented to promote person-post matching,letting individuals give full play to due level on proper posts.Completion of human resource performance appraisal system can accomplish a series of effective incentive mechanisms.The police career management can be implemented to make this career to be fully recognized by police officers,really letting people's police possess the sense of occupation identity,so as to comprehensively improve individual fighting capacity of the police human resources.Above measures are taken to improve the management level of solving the police human resource allocation in Zengcheng City for the purpose of an effective solution to the police human resource allocation in Zengcheng City.
