Police human resource development and management research is an important subject brought forward recently in theory and political practice in our country. Based on the advanced western new theory of human resources development and management , and in consideration of the historical circumstances of the social transformation, rapid economic development and urbanization and etc. , this thesis makes studies on the development , management and placement of police work in the new era. Police human resource development and management relates to multidisciplinary knowledge and is of cross-disciplinary nature.Based on theoretical research of human resource and police human resource, this article analyzes the current situation of police human resource, which includes: the increasing expansion of police function leads to incapability and"universal government", unscientific deployment of police force, low quality, low usage of human resource and lack of effective incentive system. All the problems affect badly the stability and cohesion of police team, and thus lead to low vitality. From the view of human resource management, the deep reasons include rigid management system, old-fashioned use of the mechanisms of human resources and inadequate incentives and so on.It is the urgent need for social development to optimize configuration of the public human resource and to set up management goal of"the fittest person on the fittest job location". We should create favorable personal space for development, build group-cooperation force. Adhering to the principle of combination of selection and distribution, of management and service, we should build humanized management mechanism and police organization culture, and better the training mechanism, examination system. The optimal allocation of police human resources is to strengthen guidance on the macro path, the establishment of reasonable organization, and to begin job-analysis talent-valuing on the micro level, and to improve management level and quality.
