Study On The Competence Of Hainan MSA Participation Cadres

The competence is one of the basic qualities of leaders,which is also the main indicator of work performance.The cadres performance of their duties is the core of working,which plays a very important role to enhance the ability to perform their duties in government.For a long time,personnel selection and evaluation are mainly based on the ability or intellectual measure,it not necessarily linked with the work performance.Scholars put forward the "competence" instead of the traditional way of measuring intelligence.This paper,on the basis of domestic and foreign academic competency research,take literature analysis,empirical analysis,comparative research methods to the Hainan Maritime Bureau level cadres as an example,an objective analysis of the status of the Hainan Maritime Safety Administration Cadres in,Construction of Hainan and Hainan Bureau level cadres competency framework.That is,the Hainan MSA cadres competence by the knowledge,ability and personal qualities in 3 dimensions(including policy,management knowledge,expertise and education requirements,overall coordination,integrated management ability,innovation ability,emergency response capability,implementation capacity,professional competence,overall concept,adhere to the principle of self-discipline,moral,mental state,psychological)In this paper,we do the research about the actual competent Hainan MSA Cadres,and identify gaps between Cadres Situation and competence required to identify the reasons for the gap.We put forward 3 recommendations on how to improve the system of cadres competence,which are competency-based performance appraisal system,selecting and appointing cadres system and cadres training system.
