The Study On The Leadership Improvement Of The Cadres Of The Communist Youth League At The Basic Level

With the entry of socialism with Chinese characteristics into a new era,as the reserving force of the Communist Party of China,the role of the Communist Youth League in connecting young people and serving young people has become more and more prominent.However,in the great practice of socialist construction with Chinese characteristics,the leadership of the cadres of the grass-roots Communist Youth League can not fully meet the requirements of the new era,new mission and new task.This article takes the grassroots Communist Youth League cadres as the research object,takes the promotion of its leadership as the research goal,takes the Harbin grass-roots League cadres as the main research sample,uses the literature research method,the questionnaire survey method,the interdisciplinary analysis method and so on.The research is carried out from four aspects:first,the basic composition of the leadership of cadres of the Communist Youth League at the grass-roots level;The second is the problems existing in the leadership of the cadres of the grass-roots Communist Youth League;the third is the analysis of the reasons for the lack of leadership of the cadres of the Communist Youth League at the grass-roots level;and the fourth is the countermeasures to enhance the leadership of the cadres of the grassroots Youth League.With regard to the basic composition of the leadership of cadres of the Communist Youth League at the grass-roots level,the author believes that it is mainly composed of "four forces",that is,the constant force of ideals and beliefs,the demonstration power of example,the courage to take on the decisive force,the people-oriented gathering of manpower,and on this basis,This paper examines the problems existing in the leadership of grass-roots League cadres,and summarizes them as follows: the lack of political leadership ability,the lack of demonstration quality,the lack of scientific decision-making ability,and the lack of ability to employ people.This paper analyzes the reasons for the lack of leadership of grass-rootsLeague cadres,with emphasis on the subjective and objective aspects,including the lack of ideological understanding and the lack of practical ability.The objective aspect includes the influence of the traditional negative officialdom culture in our country,the influence of “administration”is obvious,the related training arrangement is insufficient,and the examination and supervision mechanism is not perfect.Finally,based on the discovery of the problem and the analysis of the causes,this paper puts forward policy suggestions on improving the leadership of grass-roots League cadres from two aspects of self-improvement and organizational promotion.On self-improvement,it is proposed that political consciousness,self-cognition and overall planning consciousness should be strengthened.In terms of talent consciousness and organization promotion,this paper puts forward that the leadership of grass-roots League cadres should be promoted from four dimensions:assessment,training,building learning platform and encouraging grass-roots League cadres.
