Telecom Monopoly Problem Research In China

Since the implementation of reform and open policy in China,market economy achieve a rapid development.As an important part of industry in China-Telecom industry,have long time monopoly due to the intervention of government,such natural monopoly not limit the development of free economy and but also disrupt the market order.Moreover,customers benefits are damaged due to lack of supervision,lack of legal system,ambiguous relationship between government and enterprises.It further decrease the credibility of government and make the globalization of the telecommunications industry off the development track.So,this paper by using of comparative study and empirical analysis,and relying on the successful experience of foreign countries and the control theory and policy raised by Government.The government should accelerate the transformation of government functions,separation of enterprise and government relationship in public affair,strengthen market supervision,to speed up the legislative process,broaden access policy,which is key of China telecommunications industry to break monopoly protection force,with the feasibility and scientific.The structure of this paper:The first part of the introduction,which focuses on the research purpose and significance of the background,also introduces the research results and research methods of this article.The second part explains the concepts and theories,including the concept of telecommunications,the telecommunications industry;the concept of monopoly,monopoly industries;control,government regulation and control and the concept of "triple network merger";and references to public choice theory and Marxist theory of monopoly and Lenin monopoly theory and information theory.The third part analyzes the evolution of policy in China Telecommunication,summarize the three stages of development of China's telecom industry,and analyze the pros and cons of each stage of the monopoly on the telecommunications industry.The fourth part analyze the causes of China's telecommunications industry monopoly,its existing problem,from lax government regulation,lack of relevant laws and accountability telecommunications industry itself.The fifth part state related outcomes and overseas experience,through successful reform experience in the United States,Britain and Japan,that China's telecom industry to break the monopoly of the importance of sustainable development.The sixth part presents countermeasures of monopoly situation of governance telecommunications,by the mean of regulating the market and improve the legal mechanisms.
