| Due to the development of the platform economy and the sharing economy,a large number of "new formats" with new labor relations have emerged,and the lack of labor rights protection and social insurance for employees in new formats needs to be solved urgently.The flexibility of work characteristics,diversified labor relations,and platform-based employment models of practitioners in new formats pose certain challenges to the social insurance system of Guiyang,so building a social insurance system that adapts to the employment characteristics of this group is a necessary condition for solving the labor rights and interests of this group,reducing the pressure of employment and survival,and promoting the harmonious and stable development of society.Through the field investigation of the insurance participation of flexible employees in new business formats in Guiyang,this study found that this group still has problems such as low participation rate of work-related injuries,high proportion of employees’ pension and medical insurance contributions,frequent occurrence of missing insurance and "policy uninsurance" under the bundle of labor relations and social insurance relations.Later,in the empirical analysis of the influencing factors of flexible employment personnel in Guiyang,it is found that nine factors,including age and education level among individual factors,contract signing among occupational factors,monthly income,work safety,whether they are full-time,understanding of social insurance policies in institutional factors,satisfaction with social insurance policies and convenience of social insurance handling services,will have different degrees of significant impact on social insurance participation.Then,by measuring the income gap of flexible employment personnel in Guiyang City and the redistribution effect of social insurance income,it is found that salary income and part-time income play a role in widening the income gap of flexible employment personnel,while the acquisition of social insurance income can reduce the income gap,but the role of pension insurance and medical insurance in narrowing the income gap of different occupational groups is still limited.Finally,this study puts forward specific measures in five aspects: formulating integrated occupational injury protection,designing reasonable social insurance premium payment policies,improving supporting measures related to insurance participation,establishing the "legalization" of the status of workers in flexible employment personnel in new business formats,and strengthening the publicity and popularization of social insurance policies,so as to provide policy optimization suggestions for improving the participation rate of endowment insurance,medical insurance and work-related injury insurance for flexible employees in new formats in Guiyang. |
