At present, China is in the phase of the transformation of government function,the administrative organizational environment as well as the factors influencing it arechanging, which requires the administrative organizational culture adapts itself tochange, transform and innovate. It will contribute to accurately reflect theconstructional level of administrative organization culture through the measurement,namely, the quantitative analysis of the fuzzy concept or the comparison in horizontaland longitudinal orientations, hence, the pertinent measures can be adopted to providereference value for the promotion of administrative organization culture.Currently, itis a general trend to combine qualitative analysis with quantitative analysis oforganizational culture abroad.The measuring theory and practice of organizationculture are increasingly mature, which offers extensive referenced experience for theapplication of administrative organization culture. Meanwhile, some academicachievements have been accomplished in the measurement study of organizationalculture in China. A growing number of scholars try to apply the measurement modelsin the west directly into native organizational culture scale, or optimally adjust theexisting measurement models to localization and industry-orientation. Some otherscholars continuously explore ways to construct the new measuring model based onthe related theories.This paper tries to research the measurement of administrative organizationalculture based on OCQ Scale. Firstly, this article makes a detailed introduction anddefines theoretically the essential concepts such as administration organization cultureand the relevant measurement theory. Starting from the basic content structure, itanalyzes the connotations, functions and characteristics of administration organizationculture, and describes the theory, the present situation and the existing problems. Italso presents OCQ Scale and offers its feasibility of applying in the measurement oforganization culture.Secondly, according to the characteristics of administrativeorganization culture in China, this article filters the indexes of the original models,designs questionnaires and selects samples for empirical research. Therefore,theoretical assumptions are made based on the results of measurement. Finally,through demonstrating theoretical assumptions by empirical research, this article analyzes the status of the samples and the existing problems of administrativeorganizational culture.By measuring the empirical study of administrative organizational culture, thispaper draws following conclusions:1, the basic structure of the administrativeorganizational culture includes seven dimensions: objectives and strategies,coordination, core values, organizational learning, the masses, innovative reforms andemployee involvement2, three of the organizational culture dimensions in theprimary-level, including employee involvement, core values and innovative reforms,are relatively weak, which verify the hypothesis put forward by the author.3, thedemographic variables have an effect on administrative organizational culture,especially in terms of the age and the gender. Therefore, measures should be proposedto strengthen administrative organizational culture corresponding to these sevendimensions.
