Disability is outstanding problems that can not be bypassed in any industrializedcountry’s modernization process. With the rapid economic development of our society, asthe most vulnerable groups in vulnerable groups-persons with disabilities in rural areas hasbecome increasingly prominent, and is causing widespread concern of government andsociety, and strive to be addressed through a variety of channels. But without a dual naturewith any system and policies, has given rise to the phenomenon of "social exclusion " in theprocess to solve the problems of disabled Social Security, resulting in some of the ruralpeople with disabilities can not be fair to enjoy full social security rights, leading to socialnetwork segmentation and social support weakened.Needless to say, along with the gradual establishment of the social security systemcovering both urban and rural areas in China, the the Disabled social security system in ruralareas is getting more sophisticated, and is playing a role to protect the basic living conditionsof rural people with disabilities. However, due to the scale of China ’s disabled population,the majority of people with disabilities live in rural areas, subject to the limitations of thevarious subjective and objective conditions, social security and services for persons withdisabilities in the rural areas, a huge gap between the needs of persons with disabilities.Overall, the level of social security for rural people with disabilities is difficult to meet thegrowing needs of the majority of people with disabilities,Increasingly highlighted theproblem of social exclusion in the system design and implementation. How to reduce thesocial exclusion of disabled persons in rural areas, the protection of the weakest groups invulnerable groups of rural people with disabilities, so that they can have the opportunity toequitable access to social and economic development outcomes, the paper tries to study andsolve major problems.According to the Task Force survey data of the social security and service system of DBrural people with disabilities, according to the actual living conditions of rural people withdisabilities, the use of disability occurred theory, the social cost theory, labeling theory, thetheory of social exclusion, Bartley theory, complete Sri Lanka Turk theory, theory Boeing,Chevron and Moleilisi theory, survey data of rural people with disabilities and social securitysystem construction and service-depth analysis to clarify the universality of the socialexclusion of rural people with disabilities in the social security system and severe resistance,from a multi-dimensional perspective, systematic analysis of rural people with disabilities inemployment, social security and other aspects of the various social exclusion, digging theroot cause to conduct theoretical summary, proposed the elimination of social exclusion feasibility of countermeasures, in a bid to provide theoretical support for the establishmentand improvement of coverage, including rural people with disabilities, including a universalsocial security system.
