The study of Civil Servants Incentive mechanism is a brand-new time topic. Toestablish robust Civil Servants Incentive mechanism of our country and to make goodmotivations of new century Civil Servants are favorable for the goal of exploring CivilServants' own potential fully. To motivate their working enthusiasm and creativity isfavorable for improving government administrative efficiency and playing betterfunction of government public administration. Since Civil Servants System was putinto effect, it has already had basic framework through these years. However, the CivilServants System is not perfect itself, especially the structure of Civil ServantsIncentive system still exists many shortcomings, which restricts working motivationand creativity seriously. Therefore, on the basic of further exploration and study ofCivil Servants Incentive system problem, to find the perfection methods of our countryCivil Servants Incentive system and to set up the Civil Servants restriction system ofhuman resource revenue and performance of real manifestation are essential.The paper employs various research methods including literature analysis, systemanalysis, qualitative analysis, inductive analysis and others. First, this thesis, on thebasic of former survey of our country Civil Servants Incentive system innovation,identifies the concept of Incentive and Civil Servants Incentive system. By introducingthe cost theory, which points out the objective fact of existing cost in our country CivilServants Incentive system, and using of the cost-benefit analysis to clear about thenecessity, feasibility and operability of our country Civil Servants Incentive systeminnovation.Secondly, from the institutional cost, the scale cost, the management costand quality of Civil Servants in five aspects analysis the cost structure of and analysescost structure of Civil Servants Incentive system. At the same time, the cause of ourcountry civil servants incentive system high cost is analyzed through two aspects ofrelative motivation system and motivation methods. Finally, this thesis makes theresearch of perfecting our country civil servants incentive system and reducingmotivation cost by using thought of Balanced Scorecard.
