From Being Organized To Self-organizing:Online Governance In The Community Based On Consultations

With the popularity of smart phones,the era of mobile Internet is coming,the Internet tool innovation provides the technical support for the social governance.Meanwhile,e-government,digital,electronic democracy government,online management,online consultation and so on become a new fashion,Internet technology extends the development of the social governance space,online management is possible.Community is the foundation of social governance unit,it has the most closely relationship with residents' daily life and with frequent public affairs,the development of community governance online,trying from the "break"at community is one of the important ideas of governance innovation.Therefore,this article is about Online community governance,starting from the perspective of negotiation,to research that how is the residents to participate in and deal with online governance issues and thinking of the self-organizing path of Grass-root society.The development of social democracy is essentially a process of continuously from being organized to self-organizing,the exploration of the self-organizing,is always on the road.this article will use the self-organizing theory,based on community,under the framework of social governance theory,trying to mainly use consultation of governance,online-management two core concepts,using participant observation and case interview,to research online community governance model,and think about the problems of the grassroots social self-organizing.The results of the study is that the online-governance of the community is good to make the community-participation stronger,easing the condition of the absence of youth in community governance,the community governance is changing dual isolated community pattern of opposites,and a new subject of community relations are forming;In the practice of the consultation management concept the residents try to express themselves online,the contradiction conflict is easing,we can see from the decline of complaint rate and the promotion of satisfaction rate.As a whole,the pattern of the community governance is changing,the promotion of multiple participation,the innovation of the management of technology all make the community self-organizing governance developing,the community self-organization tendency is emerging.In the meantime,we can find that the online-governance is at the primary stage,the level of participation in the community is lower,residents only know how to seek for service,consciousness maybe appeared but there still has no sign of cooperation governance,not only the community staff but also the ordinary residents are widespread lack of negotiation skills,lack of management ability,online-governance is still "difficult" at present,and the road to self-organization is still"winding".Although online community governance faces many difficulties,but online community group makes all residents "present".and public affairs constantly updating,breaking the "silent" governance state for a long time.high frequency of interaction and the community group which showed a high density of information make the traditional governance mode seems weaker,contributes to the realization of self-organization of the online community in the long run.
