Research On The Prevention And Control Of The Sub Corruption In The Grass-roots Civil Servants

Since the 18 th National Congress of the Communist Party of China,the party central committee crack down on corruption effectively.Through various efforts,this year the central commission for discipline inspection 18 in every session bulletin pointed out,China's anti-corruption has won a landslide victory.We should consolidate the fruits of victory.In recent years,the corruption has been widespread concern and hot debates from central to local.The field of political corruption has higher administrative positions because the administrative behaviors high position?huge sums of money?obvious way and breaking the law.But the sub corruption is overlooked because low position?small sums of money and elusive.At present,the focus of our country anti-corruption become to the grassroots and crack sub-corruption.The micro corruption from the grass-roots civil servants has become an important factor affecting the vital interests of the people.If ignored,it will seriously affect the party's ruling foundation and the credibility of the government.This paper defines the basic connotation of sub-corruption,and uses the theory of power restriction?public choice?the hierarchy of needs.In this paper,the author makes the analysis of the civil servants at the grass-roots level and the corruption phenomenon mainly including excessive consumption by taking advantage of their office to cause waste.;make image projects to gain achievement,human activities to break the normal return line;eat to take card in mass work with “hidden rules”;the lack of bear responsibility,etc.The author analyzes the deep reasons for the corruption from subjective and objective aspects.Based on this,the corruption from the different level also because great harm.The damage of civil servants at the grass-roots level image,for example,is resulting in a decline in public to the government credibility;the government running cost increase,low efficiency;reforming the bad culture;etc.From actual conditions,this paper has carried on the investigation to study Zibo city civil servants at the grass-roots level.The author and analyzes the civil servants at the grass-roots level and the corruption of typical experience and characteristics in Zibo city.Through the consult literature material,this paper carding the advanced experience of developed regions and countries from the international generalizes.On the basis of summing up experience,the author try to put forward how to prevention and control of civil servants at the grass-roots level and point out the measures of corruption.From strengthening ideological education,strengthen the institutional constraints and strengthen supervision and other aspects about how to control corruption in the grass-roots civil servants,establishing effective mechanism,corruption will be killed at source.
