Singapore and Hongkong stand as the most successful cases of corruption governance in Asia and even the world.In 1960 s and 1970 s,these two areas were haunted by corruption and once experienced the damage of normal operation of government departments,resulting in the loss of credibility,lack of economic development force,declining the political culture,accumulated unstable social factors and turbulent overall environment.In the face of this phenomenon,both Singapore and Hongkong took effective measures to curb corruption which gradually reduced the expansion and finally realized the transformation from corruption to transparency,and maintained a high degree of integrity.Although these two areas both lie in the Confucian cultural circle,different historical and political systems led to various anti-corruption measures,hence,it is beneficial for China's anti-corruption battle to conduct a comparative study between two sides so as to enrich related theories.The main content of this paper is to address the system and cultural construction of anti-corruption in Singapore and Hongkong.With regard to the system construction,a detailed analysis of similarities and differences between the two systems on anti-corruption mechanism,prevention mechanism,supervision mechanism is carried out;for the cultural construction,this paper analyzes the role of anti-corruption ideas and bold leadership during the anti-corruption process.Through the above aspects of research,we summarize the reasons leading to the success,and eager to provide certain enlightenment to our country's corruption governance.The issue of corruption is not unique to Asian countries,nor derived from Confucianism alone.Compared with other countries in the world,it is a global phenomenon that more or less corruption problems exist in almost every country;with regard to the past,each dynasty was no lack of corruption phenomenon as well.On the whole,when a society is in a transition or turbulent period,it is more likely to breed corruption.As a country in the key era of reform like China,learning from the experience of other countries on anti-corruption and then integrating with the actual situation is the ultimate purpose of corruption governance study.
