The Study Of The Rural Politics In The Policy Input

The enforcement of the public policies in grass-roots society, not only reflects the infiltration capacity of public policies, but also relates to villagers’evaluation of these policies, the social basis and legality of the state political power. Rural China is the stabilizer and reservoir of China’s modernization. The realization of the villagers’ interests directly affects the stability of the rural areas and the effects of village self-governance. In fact, due to many factors, public policies don’t achieve the desired effects when being practiced in rural areas.Taking village S in Guiyang County, Hunan Province as study case, the Game Theory as the perspective, process-event analysis as the method, this thesis describes the actual operation picture of grass root politics. Centered on the rise and decline of the ironworks in village S, it shows village S implements the public policies to encourage the development of the township enterprises and finally achieve sustainable development. In this thesis, grass root politics are divided into three phases:the honeymoon phase of the local government and the villagers, when public policies are fully and effectively implemented; the mutual-exclusion phase, when the local government and the villagers are in zero-sum game and it is difficult to implement the sustainable development policies; the introspection phase after the conflicts, when both sides compromise and optionally enforce the public policies.Finally, the campaign of iron have been in a failure。the public policies are not able to be enforced efficiently in the grass-root s society, and the authority and credibility of the township government and the village committee declined. This thesis believes that the actual enforcement of these policies is an interest game in the grass root society. The coordination of the interest, the independence of the parties in the game and the political reactiveness of the villagers have a significant influence on the final result. So in the future, the practice of the public policies in the grass-roots society requires a modification of the cooperation model of the participants, which is adjusting government performance evaluation system to change the behavioral preference of the grass-roots government and enhancing interactions between the township government and the village committee to transform the administrative superior and subordinate structure to cooperative administration structure, so as to transform the mode of government behavior, improve the interaction between the grass-roots political power and the grass-roots society and enhance the credibility of the government.
