Since nearly half a century, the change and transformation of China’s social structure have brought about profound changes in family structure and morphology, as well as family functioning which is highly correlated to family structure. The Miniaturization and core tendency of Families, the surge of "Empty-Nest Families", can hardly make Families work on their own under the background of accelerated development of aging population, therefore the function of the family pension has declined. Institutionalized pension has begun to intervene into family pension which makes up for the weakness and inadequacy of family pension function; The rising of large-scaled and specialized formal organization in modern society has transferred efficiently the functions that the family can not afford; the development of our social security system and community service system for the old, not only provide a sense of security and medical care for the old, but also start to meet the needs of the elderly spiritual solace.However, the progress of social pension can not eliminate the unfilial behaviors from families, while cases that children do not support their elderly parents take place frequently in different places of the country. In addition, taking care of elderly parents is regarded as responsibility of the society by younger generation, which is contrary to the harmonious pension expectation. In my opinion, with the institutionalized pension system intervening into families, it generates a substituted or crowed out phenomenon in the family which should have burdened the responsibility of Pension liability. With the promotion of institutionalized pension, the pension liability that Child should bear in the past gradually becomes an optional selection. Some scholars have done a lot of comprehensive studies on the crowding out effects from the perspective of financial support. The analysis of this paper focuses on the perspective of cultural values and sense of responsibility which academia has not discussed more before, meanwhile, this article provide some reasonable factors from the perspective of individual ethics and material foundation of family endowment, individualization of Chinese society and so on. Finally, based on Chinese dilemma of supporting the old——get old before it gets rich", This article calls for the return of family, so as to inherit Chinese nation’s traditional family values and promote the benign development among family, government and the society in Welfare supply area.
