In accordance with the requirements of the provincial party committee and the provincial government,liangshan autonomous prefecture of yi nationality(hereinafter referred to as liangshan prefecture)has been carrying out the "one village,one young child" plan in 17 counties(cities)of the prefecture since 2015.As an important measure of education poverty alleviation in liangshan prefecture,the "one village and one young child" plan of liangshan prefecture has effectively alleviated the problem of difficulty and high cost of children entering kindergartens in liangshan yi areas,and is conducive to realizing equal opportunities of preschool education in liangshan yi areas.At the same time,bilingual education should be carried out in early childhood teaching to lay a solid language foundation for future compulsory education and higher education,which is conducive to promoting the all-round and healthy development of children's morality,intelligence,physique and beauty.However,while acknowledging the achievements,we should also note that there are still some problems in the implementation of the "one village,one child" plan.How to solve these problems in the implementation of the policy is the key to ensure the smooth progress of the "one village,one child" plan.Based on this,this paper chooses "one village one child" plan as the research topic,through analyzing the current implementation status of the plan,to find out the problems in the implementation process of the policy,hoping to provide reference countermeasures and Suggestions for the comprehensive implementation of "one village one child" in liangshan prefecture.From the perspective of public policy implementation,this paper adopts the theory of public policy implementation,equity theory and equal educational opportunity theory to conduct a comprehensive and systematic research on the "one village one child" plan(hereinafter referred to as "one village one child" plan)in liangshan yi autonomous prefecture.Firstly,through literature review,this paper reviews the current research status of preschool education and public policy implementation theories at home and abroad.Secondly,combined with the depthinterview,field investigation,questionnaire and data statistics,this article choose Smith policy execution model as a "takes a young" plan analysis model,from the policy itself,the plan of the actuators and the executive main body,plan the target object(children's parents and instructors)and plan execution environment that the four dimensions of analysis,planning for the "one village one young" found that the "one village one baby" plan execution problems existing in the process of: The content and standards of the policy are relatively vague.Due to the poor communication between the implementation subjects,the efficiency of the policy implementation is affected.Individual implementation personnel pay little attention to the policy,some parents do not cooperate with the policy implementation,and the recruitment and training mechanism of counselors need to be improved.Finally,this paper puts forward the ideas to further promote the effective implementation of "one village one child" plan: improve and refine the implementation plan of "one village one child" plan;To improve the policy effectiveness of the implementation subjects of the "one village,one child" plan,establish the assessment mechanism,and improve the attention of the implementation personnel to the plan;Improve the professional level of counselors and improve the training mechanism of counselors;Change the thoughts of parents,improve the sense of identity and attention of parents to the plan;Further optimize the social environment for the implementation of the plan.
