A Study On The Development Process And Implications Of The Movement Against "Three Evils" In Kunming City

The movement against "Three Evils(corruption,waste and bureaucracy)" was a mass political movement with anti-corruption,anti-waste and anti-bureaucracy as its main content,launched by the Chinese Communist Party(CCP)within the Party,government,and military organs for the purpose of solving the financial economic crisis facing the country and removing the corrupt ideas of the bourgeoisie at the beginning of the founding of the People’s Republic of China.Although the movement against "Three Evils" lasted less than one year,it had far-reaching significance for purifying the party and government organs,consolidating the newborn people’s political power as well as maintaining the political character of the Communists.Take the development of the movement against "Three Evils" in Kunming as a clue,the present paper makes a historical investigation into the little-known truth of our party’s anti-corruption struggle in the early days of the founding of the People’s Republic of China.In the beginning,the CCP Central Committee decided to carry out nationwide campaign to patriotic increasing production savings movement for strongly supporting the Korean War,during which a great deal of corruption within the Party and government agencies was exposed,thus contributing to the initiation of the movement against "Three Evils".According to the instructions of the higher authorities,the Kunming Municipal Party Committee prepared for the movement and set up leading organizations at all levels,accompanied with confession,accusation and inspection.Subsequently,the movement of "three anti" reached the climax of "tiger" struggle,and in-depth inventory was made for those who had corrupted.In the end,the focus of the"three anti" movement shifted to the verdict and recovery of stolen money,the establishment of people’s courts as well as the management of people who corrupted;besides,the ideological construction was comprehensively conducted among the Party and government organs and the masses,which further consolidated the achievement of the "Three Anti" Campaign.Based on the integral grasp of the "Three Anti" Campaign in Kunming,the present thesis makes theoretical thoughts on its nature,the characteristics during the process of developing,and the comparison with current anti-corruption struggle.Finally,experience and implications were summarized for the current anti-corruption struggle on the basis of historical investigation and theoretical thinking.Although the "Three Anti" movement has been over for more than 65 years,its political and social influence is far-reaching.Currently,the studies concerning the movement against "Three Evils" are more focused on the reduction of historical truths,and drawing important experience and implications for improving our party’s ability to govern and consolidate its ruling position.The "Three Anti" campaign implicates that our Party must scientifically use the mass force to form a social force to carry out anti-corruption struggle;The unhealthy tendencies in the party should be eliminated focusing on bureaucracy and the basic function of the political life within the Party must be taken seriously;Besides,to promote the institutionalization of power supervision as a fundamental anti-corruption initiatives.
