Research On The Measures Of Enhancing The Function Of Trade Union Rights In Heilongjiang Province

Central Party's conference about the work of mass organizations was held in Beijing on July 6th to 7th in 2015.The new conditions and problems which the work of mass organizations have to face under the new situation were analysed in the conference.To implement About OPinions of Strengthening and Improving the Work of Mass Organizations and summarize the successful experience,solve prominent problems and push forward reformand innovation.General secretary Xi Jinping stressed that the enterprise of mass organizations is an important part of the party's cause,the work of mass organizations should be enhanced and improved, not weakened or allowed to stagnate under new circumstances.In the background of the reform of the mass organizations,the Trade Unions in our country are in a period of great change.To explore the Trade Union resources slope to the grassroots,reduce the personnel formation of the superior union and supply to inferiors,then effort to enhance the political,progressiveness,mass and remove agency,administrative,aristocratic,entertainment. Giving full play to the function of Trade Union rights to make the work of the Trade Union manifest new actions in the background of "Internet plus".As a cadre of the Trade Union,the writer pays great attention to the role of the function of the Trade Union rights in the new situation and studys the issues in the performance of the Trade Union's function of maintaining rights seriously at once.It is of great important significance in improving the quality and efficiency of trade union's rights and exerting the function of organizational rights.The author takes the Trade Union organization of Heilongjiang Province as an example,on the basis of theoretical analysis,dissects the cause of the issues of the workers'rights protection in Heilongjiang Province through three aspects involved economics perspective,institutional reasons and efficiency of enforcement of laws.By using the methods of literature analysis, comparative study, data analysis, field research, case analysis and other research methods to summarize the current status of the rights of Trade Unions in Heilongjiang Province,and to sum up the issues existing in three aspects included the labor economic rights and interests of workers, the rights of democratic politics, and the labor relations of enterprises.Learning the relevant experience about fulfilling the functions of Trade Union's rights from the British, the United States,Japan and other foreign trade unions.Through the exploration of the developments of related legislation, the construction of the external environment of labor union rights protection, the construction of rights protection work mechanism, the construction of the cadres team and the"internet pius"routes to put forward the measures which strengthen the function of Trade Union rights protection so that explore some useful practices and ideas for the work of the national trade unions.
