Village Governance. Governance Perspective

Under the "village Governance" system, the countryside has made the huge progress in many aspects. 5th Plenary Session of the sixteen Central Committee proposed a major historic task of building socialist new countryside, and set new request to village governance. Through the Governance Reform and Innovation, achieving good governance rural state, promoting all-round development of rural areas, then impelling entire society's comprehensive progress have great theoretical and practical significance.The paper takes Governance and Good Governance theory as the main research technique. Meanwhile, it uses integrated many methods, such as Materialism Economical Analytic method, System Theory, National and Social Analysis Frame.As a western politics analysis frame, Governance and Good Governance theory was considered as the newest thought that substitutes for the traditional government rule theory. Governance refers to a process that various formal and informal institutions or individuals, in order to achieve the public interests maximization, manage public affairs together on the basis of equality, consultation, cooperation. Good governance is the process to maximize social public interests. And it is the process that national power returns to the community. It depends on voluntary cooperation of citizens, the conscious recognition for the authority, and needs the active participation of citizens. Civil society is the social foundation of Governance and Good Governance theory. Non-governmental organization is core body of civil society.Village governance is the core of the Rural governance, and has great significance for the Rural governance even entire country's governance. In addition to the general characteristics, the village governance also has own unique characteristics. This paper analyses the village governance deeply from several aspects, such as the village governance's external environment, the organizational structure, the main body, the process, the content and the achievement.There are many problems in Village governance , for example, pay more attention to forms but look down on contents, the low level of autonomy, too much government intervention, the ability to integrate the village-level organizations increasingly weakened, laws and regulations imperfect, non-governmental organization development issues.States have strong political, economic, organizational, cultural and information, and other resources, so it can maintain the strong control of the rural community. And the autonomy of the rural society is still very weak. To enhance the autonomy of the rural community, reduce the state intervention, and establish coordinated, harmonious village and national relations, become the key link of the governance transformation.According to Governance theory and China rural development level, In the future, the Chinese countryside should establish a cooperation governance system of the multi-level and multi-subject under the leadership of the party. The new mechanism's establishment needs a series of conditions, needs to exert government promotion effect, to consummate the villager autonomy system, laws and regulations system. Moreover, the key point is to cultivate and encourage various countryside civil society organizations to develop.
