The T District of Shen Yang is the epitome of the change of the old industrial bases of China.It has ever made great achievements and has also been declining over the past years.Under the background of the obvious national economic depression,T District's economic downturn is not by accident.The contradiction of systems and mechanisms have greatly constrained the economic and social development of T District.How to break the restriction of the existing systems and mechanisms,and change government functions have raised higher requirement to the management of agency establishment and staff quotas in T District.The management of agency establishment and staff quotas is an important and fundamental work of strengthening the construction of the party's ruling ability,consolidating state power and optimizing the allocation of ruling resources.How to define government functions,define the relationship between the government and the market,and set up the institutions scientifically has become the key step to the transformation of the government functions of T District.Based on the actual situation of T District of Shen Yang and the deep analysis of the agency establishment and staff quotas management of T District's status quo,this paper try to find the problems of agency establishment and staff quotas management,combines with the advanced research results both at home and abroad and puts forward some targeting suggestions and countermeasures,in order to promote the transformation of the T District government functions,achieve the new round of revitalization and become the development leader of Shen Yang City.This paper consists of five parts.The first part is introduction.This part introduces the basis of the selected topic,the current research situation on the management of agency establishment and staff quotas at home and abroad,expounds the research ideas and research methods of this paper,and points out the innovating points of the research.The second part explains the core concepts and theoretical foundations of agency establishment and staff quotas management.This part emphasized the implications of Administrative organization theory,new public service theory and governance theory on institutional management.The third part summarizes the present situations of the management of agency establishment and staff quotas of T District of Shen Yang City and finds some existing problems.For example,the main force of the agency establishment and staff quotas is weak.The functional allocation of the agency establishment and staff quotas management is short of rationality and the management level of real-name system is not high,lacking effective supervision and so on.The fourth part analyzes the causes of the existing problems in the agency establishment and staff quotas management of T District in Shen Yang,and lays the foundation for putting forward the countermeasures.The fifth part puts forward the countermeasures to standardize the T District's institution management in Shen Yang City,such as strengthening the legal construction,innovating management to promote the optimal allocation of resources,enhancing the management level of real-name system,strengthening the supervision and inspection work of agency establishment and staff quotas management,in order to make a positive influence on T District's agency establishment and staff quotas management.
