70 years since the 20th century, with the movement of new public management and government reform thriving in the global range, the public sectors in many countries have undergone the significant changes. Among them, the government outsourcing of public services has become the high-profile and widely-use model concerning public service provision. The use of outsourcing has become a popular idea for governments to improve the quality of public service as well as cut the costs, which has a profound impact on the theory and practice of public administration.At present, China has undergone the rapid economic development. The public increasing demands for public services cannot be fully satisfied. The public services have the unique feature of free ride, which leads to the limited pay willingness. The total financial resources cannot keep up with the increasing growth of public demands. In use of outsourcing, the government will have more funds to improve the efficiency and quality of public services. Around the nationwide, nearly twenty cities has introduced the outsourcing in public-service areas including landscaping, sanitation, garbage removal, animal epidemic prevention, home care, cleaning, public transport and disabled assistance. This model has achieved some success, but problems still exist which will affect the outcomes.This article is divided into five parts. The first part is the introduction. The author demonstrates the background and significance, analysizes the related research at home and abroad, describes the study methods and framework. The second part is the related concept and theoretical basis of the outsourcing. The third part is the practice and experience of the foreign countries. The fourth part describes the present situation and discusses the problems in the outsourcing of government's public services. The fifth part provides solutions to the problems such as strengthening the internal management, enriching the outsourcing channels, carrying out the open and transparent outsourcing activities and improves the contract system.
