Study On The Path Of Public Participation In Putuo District Of Shanghai

In recent years,with the requirement ‘promotion of national governance modernization' has been mentioned,social governance innovation has gradually transited from the theoretical field to the practical field.In this new situation,community governance received attention as the basic unit of social governance.Among them,the degree and the way of the residents to participate in community governance determines the success or failure of community governance from the source.Therefore,in the process of deepening the reform,an in-depth study of the path of public participation in community governance has become particularly important.Based on the theory of citizen participation and governance theory,this paper combed the existing literatures of community governance at home and abroad on the concepts,characteristics and modes.The paper also studied on the community construction of Putuo District ‘Tongxin home'.Through the questionnaire survey,field visits,case collection,the author investigated the status of Putuo District residents participating in community governance.The author found that the participants are almost the retired party members.The residents participates are in the lower frequency.Through the analysis of Putuo District public participation model and exploring the reasons,the author concluded the reasons of ‘weak awareness of participation,low cultural identity,and lack mechanism'.On the basis of this,the paper put forward some suggestions on how to foster community awareness in Putuo District,so that it can promote the further development of community governance in Putuo District.
