Analysis On Choice For Old-aged Support And Its Influencing Factors Of Land-lost Farmers Under The Background Of New Urbanization:

The paper focused on land-lost farmers' endowment pattern under the background of new urbanization,based on land utility theory and theory of social security,and farmers in Lichuan city,Hubei province as the research object.Through analyzing the present situation of the farmers' pension mode,it was found that the three types of existing old-age security mode of the land-lost farmers are the government-led type of pension social insurance mode,commercial insurance pension mode and self-help endowment mode.The mainly existing problems of the present farmers' pension included the rapid aging and senility of rural population,imperfect social security system of land-lost farmers' aged-supporting,and some new problems generated by the development of new urbanization.And on this basis,integrated into account with field investigation and Ordered Probit model of measurement,we had analyzed the basic situation of 241 samples of land-lost farmers' endowment,pension mode selection,and of current endowment of satisfaction and its influencing factors and had carried on the empirical analysis,drawing the following conclusions.(1)There existed three land-lost farmers endowment modes in rural areas Lichuan city,including the government-led type of pension social insurance mode,commercial insurance pension mode and self-help endowment mode,in which the main model type were social insurance pension endowment and self-help type,and the commercial endowment pattern recognition need to be elevated.At present the country land expropriation compensation standard to a large extent achieved recognition among ordinary people,more than half of the people obviously felt that their own welfare level changed before and after land expropriation and they were willing to believe land shall be paid for the help to improve the economic situation of the farmers.Compared with land endowment,more people tended to choose the government pension,and looking forward to the future development of rural endowment which would improve the quality of their life.(2)Through the analysis of land-lost farmers' satisfaction of the current endowment condition,it was showed that most of the land-lost farmers had a high satisfaction degree to the current state of development of old-supporting policy of our country.Specifically,there were about 55.18 percents of the investigators considering the current state pension to be satisfied or very satisfied,and only less than a third of the sample farmers expressed dissatisfaction.Combined with the two kinds of mainly endowment patterns the local farmers relying on,farmers' satisfaction of the type of government-led social insurance pension policy was slightly lower than the satisfaction of overall pension status.By contrast,land-lost farmers' satisfaction on endowment condition for children overall was at a high level,which was significantly higher than the type of pension social insurance.(3)According to the ordered Probit regression results of land-lost farmers endowment satisfaction,under the condition of inspection control variables,Variables including Will,Requisition,Change,Income,Compensation,Prediction on the different significance level passed the test of significance,showing that ground characteristics,economic condition,policy factors and psychological expectations had an impact on the state pension satisfaction.The farmers,who had more strong will of participation in the government paid for the land,the less land requisitioned and perceived benefits after ground level increased had the higher satisfaction of current pension situation;Land-lost farmers' personal income level,recognition of national land acquisition compensation policy and rural old-age trend forecast for the future had played a positive role in promoting satisfaction of pension situation.Besides,non-agricultural household income source,national policy support for land-lost farmers endowment and land-lost farmers endowment of main expectations were not the key factors influencing the land-lost farmers endowment satisfaction significantly.Finally,based on the empirical research,this paper probed into the appropriate choice and reconstruction of new mode of land-lost farmers endowment.And then we recommended that the new mode should be established on the basic principles of paying attention to both fairness and efficiency,adjusting measures to local conditions,suitable indemnification,catching the point,following in order and advancing step by step.And we suggested improving the existing land expropriation compensation system,perfecting the land-lost farmers endowment insurance system,building a family and the government as the leading diversified endowment service system so that we could establish land-lost farmers old-age security model on the basis of leaving land resettlement and land share-holding system.
