As a highly clean energy source,LNG has overcome the limited traditional mode of transportation of natural gas,making transportation more convenient and speeding up the global and trade nature of LNG.With the acceleration of economic restructuring and industrial upgrading China,and people for the warm response to environmental protection,the government,enterprises and the people pay more attention to LNG,so China government has harder work to face the LNG import price management problems.The most commonly ways of government regulation is price control.The goal of price control is not only to correct market failures,but also to safeguard the interests of producers.LNG import price regulation has been strict control as the core,and it is good for the market in the early days;but the latter with the increase of imports of LNG,the expansion of the market,the consequences caused by the strict regulation of price regulation is not the purpose what government look for : The government has continuously invested a lot of manpower and material resources to maintain price control;enterprises are constantly consuming enthusiasm to import LNG;the masses are still dissatisfied with LNG prices.In the other word,the current LNG import price control has been unable to adapt to the LNG market.To solve this problem,starting from Chinese conditions,learned from the developed countries such as United States,Japan and so on: firstly,with open and tough attitude,use the law as a way to break the monopoly of the chains.Secondly,to design the LNG import price control system from three aspects: price,regulatory and legal system.Take the scientific pricing as the basic method,take the establishment of the independent supervision organization as the measure,and finally establish the supporting legislation pattern and the frame as the cornerstone,thus designs the suitable system for China's national conditions.
