Analysis And Countermeasures Of E-government Outsourcing In Yunnan Province

With the fast development of information,e-government has become the only way to promote the reforms of public management,while non-core-business e-government outsourcing has become the priority of governments all over the world to implement the reforms of public management informatization,market-orientation and high efficiency,as well as the effective method for all-level governments to deepen reform,transform related functions and improve the level of public services.Exploring and practicing for many years,Yunnan Province strived to develop e-government outsourcing and achieved remarkable results,for example,the main body of outsourcing is becoming diversified,the content is getting more,the model is characteristic,the system is getting integrated and complicated.However,there exist problems as model operation is not mature yet,construction is not standardized enough,the demarcation between confidentiality and outsourcing is not clear,performance evaluation is only skin-deep etc.Comparing with the requirements of administrative system reform,e-government outsourcing of Yunnan Province has deficiencies in some aspects as planning,motivation,market,volume,executive capabilities,information management,service providers,scope of business,innovative capabilities and so on.Using theories of New public management theory,core competence theory,transaction cost theory and principal agent theory,as well as methods of literature investigation,case analysis,comparative analysis and field investigation,the thesis expounds the significance and value of e-government outsourcing in Yunnan province,also studies the basic situation including development structure,mode and characteristics and the influencing factors of e-government outsourcing in Yunnan province.In addition,the thesis draws on excellent cases of government outsourcing in the domestic;summarizes successful experience of provincial government outsourcing;uses own characteristics and unique understanding to outsourcing of the writer;analyzes current situation,problems and reason of e-government outsourcing in Yunnan Province;seeks operable countermeasures comply with the reality and probes a developments road suits the e-government outsourcing of Yunnan Province in aspects of strengthening the system and mechanism construction,formulating standard and standard system,improving government's ability,standardizing government's behavior and so on.
