Research On Innovation Management Method In Shenyang Boutique Street Construction Project

"Five-row five-column" quality and featured Street-road Construction project in Shenyang City was started in2012, and was mainly the comprehensive upgrading of the landscape of selected "five-row","five-column", with total of ten major streets. This development is a typical public service project. The main characteristic of the projects are wide-range coverage and heavy degree of difficulty in management.This paper studies the project as research objective, and focuses on analyzing the practical processes and methods of novel grid management model for the city public service in the project. The novel grid management model for the city public service is a type of modern management model. The general idea of grid management of city construction project lies in "piece combination, resource integration, process reconstruction, and supervision strengthening ", and makes management process, quality and supervision of the city construction management forming true seamless in connection, clear in labor division and orderly in supervision in the overall system. Through the theoretical research of the digitalized, closed-looped, refined and dynamical characteristics of grid management model, this paper analyzes the outstanding performance in the quality and featured Street-road Construction project, and in order to further explore the significant role of grid management model in public service management.The party’s eighteenth Third Plenary Session proposed to comprehensively deepen the revolution, to promote the national government system and management modernization. This paper advocates the public service innovation to promote social institutional innovation, to speed up the formation of scientific and effective social management system, and is very important to ensure a harmonious and orderly society with full of vitality. Government at all levels shall improve the service ability and focus on innovating public service, improving the quality of service, in order to strengthening the organization and management of public services.
