Research On The Capacity Building Of Social Organizations In The Context Of "three Social Linkages"

In 2013,the Opinions about Accelerating the Promotion of Social Work and Community Service(hereinafter referred to as Opinions),jointly issued by Ministry of Civil Affairs and the Ministry of Finance,proposed that we should set up and perfect a service machanism with the linkage of community,social organizations and professional social workers.That's how we establish a new management mechanism of social service by building the communities as flatform,social organizations as supporter and professional social workers as support.In recent years,the issues of how to realize the combination of construction of society,building of social organizations and social work so as to bring about the sound management of grass-root society,have been a major project for various places.Along with the promoting of "Linkage of Community,Social Organization,Social Work",the number of social organizations grows rapidly,and the development of social organizations presents a situation that the number increased,but quality decreases.Hence,the construction of social ablity of organization gradually became the focus of studying.This paper studys the process of construction of ablity of social organization during the process "Linkage of Community,Social Organization,Social Work" by putting the construction of social organization ability in the "Linkage of Community,Social Organization,Social Work" and based on the real situation of JinShui District Zhengzhou.This paper mainly regards the social organizations related to "Linkage of Community,Social Organization,Social Work" as the object of study,with relevant theories of social organizational ability construction,and applying with many methods,such as documentary method,participant observation method and interviewing method.It analyzes social organization in three aspects including strategic management ability,internal governance ability and project management ability.This paper is trying to supply operative opinions in accordance with three aspects including legal construction,supporting system construction and self-developing,and so as to offer valuable opinions for perfecting the construction of ability of social organization.
