China and Laos have been countries that have bordered each other since ancient times,and have long lived in the border between China and Laos with ethnic minorities.With the progress of the times and the historical changes,the people of the two countries have become more and more frequent in their marriages and trade exchanges,thus creating the "three non-issues"(illegal immigration,illegal residence and illegal employment)in the border areas of China and Laos,The existence of the "three non-issues" not only disturbs the normal immigration order between the border areas of China and Laos,but also affects a series of social issues such as transnational administrative law enforcement,personnel management and resource allocation.Studying the governance of "three non-issues" in the border areas between China and the Laos can establish a safe and stable border environment and effectively protect the interests of the people in the border areas.On the basis of summarizing the related research of predecessors,based on the theory of public governance and the theory of collaborative governance,this paper makes an in-depth study of"three non-issues" in the border area between China and Laos using the method of literature analysis and practice investigation.The study shows that the "three non-issues" in the border areas of China and the Laos have complicated causes.They are mainly the free migration of labor force in the era of economic globalization,the tradition of illegal marriage and freedom of movement,as well as the conflicts and wars of a certain historical period that impact the lives of border residents.The "three non-issues" issue in the border areas of Central and Eastern China has triggered a series of social problems such as drug trafficking,smuggling and trafficking in human beings and other criminal offenses,snatching limited social development resources and transnational law enforcement issues.At present,the governance of the "three non-issues" in the border areas between the two countries faces the following dilemmas:First,imperfect existing laws and regulations on exit and entry;second,insufficient management power for foreigners in the grass-roots public security organs;third,awareness of the lack of concerted action among government departments;It is the lack of participation of social organizations and citizens.The reasons for the dilemma of governance in the "three non-issues" in the border areas of the two countries are mainly the lagging nature of the rule of law construction,the long-term,complex and arduous nature of the "three non-problems" issue,the differences in law enforcement modes between China and Laos,and the public participation channels Not smooth.By analyzing the practice of controlling illegal immigrants in western countries,it is found that the practice of illegal immigration in Europe includes the "tolerant" model in Britain,the "exclusion"model in Germany and the "legalization" model in southern Europe.The United States has also adopted a flexible immigration policy.Through summarizing,this article concludes that the western countries' experience of "three non" issues is based on the principle of adapting to local conditions,the concept of safeguarding the interests of their residents and the method of coordinated governance.Finally,within the framework of the analysis of collaborative governance theory,this article constructs the governance countermeasures of"three non-issues" in the border areas of China and Laos:firstly,improving the legal construction of exit and entry administration;secondly,implementing coordinated actions among government departments;third,strengthening multi-nation Inter-governmental coordination of law enforcement,Fourth,to ensure that social organizations and public participation.In short,effective governance of the "three non-issues" in the border areas between the two countries requires the governments of both countries to devote a great deal of manpower,material and financial resources as well as the extensive participation and support of social organizations and the public so as to promote the social Harmonious and stable.
