Middle—level leadership civil servants play an intermediary role in the entire government service,which they not only implement the instruction from high-level leaders, but also need to draw up the practical and feasible method of work with their own department's actual situation and transfer the macroscopic strategy into concrete plans finally. The duty of this sort of civil servants decides the government must strengthen the enhancement of their ability of organizing and coordinating,generalized analyzing and decision-making,instructing the subordinates,innovating and developed learning during the course of training.And also,at the beginning of designing training projects,the government needs to unify the training project with middle—level leadership civil servants' own characteristics.After inducing the existing training model of middle—level leadership civil servants in China,this paper holds that traditional training of middle—level leadership civil servants has many problems,including lacking training consciousness,training demand analysis, professional career-life plan,reasonable training program,training system,effective training management and training effect appraisal.Therefore,after analyzing the research condition of domestic and overseas civil servants' training,this paper constructed the synthesis training model of middle—level leadership civil servants in China,which is based on construction principle of learning theory,human capital management theory and transfer process model. Second,in view of middle—level leadership civil servants' position request and training particularity,this paper constructs the synthesis training model from the following three aspects:construction principle(including:integrity,hierarchical,pointed,feasibility), construction idea(including:humanism,market-orientation) and the double chain model.To be specific,the double chain model includes the inner chain and the outer chain.The inner chain is consisted by training demand analysis,training item design,training control,training effect appraisal as well as training achievement transformation.While,the outer chain is consisted by training laws and regulations,training teachers,training management,training organization and the training fund.The inner chain is the core and the outer chain is safeguard mechanism of the former one.At last,by method of case study,with Dalian city as an example,this paper analyzes the present training situation and the drawbacks of middle—level leadership civil servants of Dalian.Further more,this paper also provides corresponding solutions which are innovating training idea,strengthening the analysis of training demand,innovating training method, consummating the network of training institutions,and establishing training effect track system.
