With the18th CPC National Congress’ convening,our country has strengthen the investment of Civil Servant Training.The central and local governments should focus on the effect of the training of civil servants,especially junior civil servent-s’transfer of training have more and more attention by the government.Junior civil servants is the most direct,the most basic and the most specific national public management to manage our country, especially the township civil servant, they face to face the mass of the people directly, to provide services for the masses.Whatever the junior civil servant do always represents the image of the government directly,the level of their services is the most direct basis of the mass of the people to the evaluate the government,therefore focus on improving the operational capacity, administrative efficiency of the junior civil servantsand their overall quality is imperative.At the same time,because the junior civil servant face to the masses and what they are reflected is also the best mirror to person’s livelihood issues and the issues can impact on the most direct livelihood issues and the most fundamental problems.Relevant state departments should intensify the efforts of junior civil servants’ training management,make emphasis on junior civil servants’transfer of training,it is play a key role to reach the training goals,and it is a very important part of the human resources training and development.To research the transfer of training is due to explore the combination of the knowledge and skills they learned in the training with their own existing knowledge and skills. If the result is combined tightly it is to said that the achievements about the transfer of training is better,and the utilization of government investment is very high.The study of junior civil servants’ transfer of training not only enhance the administrative efficiency but also can reduce the cost of administration of the department.The paper is holding a case about Zibo City junior civil servants,using research methods of interviews,documentary research,case analysis,and so on.The framework of the thesis consists four chapters, its main include the following aspects:Chapter1is the introduction section,including the background and significance of the topic of this thesis,the research status at home and abroad,Commentary,research methods,and the paper’s innovation and limitation;Chapter2is showing the definition of the concept and theoretical basis, the concept have junior civil servants, junior civil servants’ trainingjunior civil servants’ transfer of training.The theoretical have the expectations theory,the theory of the same factors,cognitive transformation theory,Timothy Baldwin and Kevin Ford training resultstransformation process model.In the text,I also elaborate the application of the above theories;Chapter3is analysising the status of junior civil servants’ transfer of training,using the case about training of civil servants in Zibo City,from the training institutions, training, training, training outcomes, transfer of training,to described the junior civil servant in Zibo City’s results about the transfer of training.Then I found that the transfer of training in Zibo City’s junior civil servant has six questions:the preparatory work of the transfer of training is imperfect.Lack of training survey,leaders on the conversion of the results of training and promotion are lack of strong oversight,training evaluation mechanisms are inadequate,lack the working environment to match the training results, lack of innovative training content,update slowly,less training methods,so it is difficult to tomobilize trainees’ learning enthusiasm.Through the case analysis,eight factors that affect achievement transformation,including management,trainers,trainees, organizational climate,the opportunity to use,the hardware facilities,the government’s performance and the masses’ demand and so on.The needs of the masses is the most important task of the current government, we can not ignored,should pay attention to the needs of the masses,to better reflect the government’s people-oriented thought.Chapter4is give advise to enhance junior civil servants’ transfer of training,from the junior civil servant’s training achievements conditions,principle,the conversion mechanism,and strengthen junior civil servants’ transfer of training and so on,from this three aspects to process junior civil servants’ transfer of training,The conversion mechanism is including scientific planning mechanism,effective assessment mechanisms and effective communication mechanism.
