The Study On Employment Issue Of Relocated Peasants In The New-style Urbanization Mode Of "Two Districts With The Same Constrcuction"

The "Two Districts with the same construction" model is a new type of urbanization,which is in line with the actual conditions of Dezhou City,Shandong Province.The "two districts" are the "new rural communities" and "rural industrial parks".The original intention of the "Two Districts with the same construction"model was to transfer people from remote areas with inaccessible traffic,poor land and undeveloped conditions to areas with convenient production and living conditions.Large-scale communities and supporting industrial parks should be established for resettlement and employment relocation of the residents.In fact,as early as 2014,the surrounding cities and counties whose conditions are similar to Dezhou had started to explore the mode of village combination,construction of rural communities and establishment of township industrial parks.These can all be regarded as the prototypes of the mode of "two districts with the same construction".Therefore,the new-style urbanization mode of "building the two cities with the same construction" is not created out of thin air,but a kind of urbanization which is based on the real conditions of those cities and counties.Fei County,Linyi,where the author's work is located in,has carried out the mode of"two districts with the same construction" for many years.The author involved in the construction of related projects and relevant work and thus get much authentic and reliable data and information.This study researches on the development of the new-style urbanization mode of "two districts with the same construction" in Fei County.The author visits and surveys the townships,villages and communities which are under construction of"two districts with the same construction" in Fei County,and focuses on the employment issue of those relocated peasants.With the first-hand data,the author gets a true understanding of the employment status of relocated peasants and then analyzes the problems during the implementation process and tries to seek for solutions.With analysis of the data,this research shows that there are some problems during the implementation of "two districts with the same construction "mode,such as the unreasonable distribution of employment structure,low income in the town,massive outflow of young labours and so on.The research also probes into the underlying reasons for the problems.They are the lack of skills for relocated peasants,the inadequate employment support capacity of the industrial parks and the lagging development of the service industries in the town.Based on the analysis,this research proposes that we should maximize advantages of these towns,integrate the resources and promote the employment support ability and empolyment skills of relocated residents in relevant township industrial parks through scientific and rational planning so as to solve the employment problems of relocated peasants.In the end,this research summarizes the experiences of Fei County,and ponders over how to popularize the mode of "Two districts with the same construction",how to build a kind of new-style urbanization in our country,and how to implement the strategy of rural rejuvenation.
