Establishment is the foundation and basis of hiring staff for various agencies and institutions in our country.The institutions of compilation department formulate the corresponding number of establishment,based on the respective functions and tasks of the organs and institutions.The administrative agencies and administrative groups formulate the corresponding number of establishment,and their staff occupy administrative establishment.The institutions and business groups formulate the corresponding number of establishment,and their staff occupy occupational establishment.When there are personnel need in various agencies and institutions,they need to formulate plans for the needs in the scope of their respective authorized.The actual number of recruits cannot exceed their reform of the administrative examination and approval system,some administrative rights are decentralized.There are more and more responsibilities in the grass-roots governments.The current management and using system are no longer able to meet the needs of the current work as the foundation of the government's work.Study the using and management of grass-roots government personnel,which is beneficial to scientific verification personnel structure reasonably,play a fundamental role in the allocation of human resources,not only is an effective way to strengthen grass-roots organization personnel management and important means,is also the recruitment management standardization of beneficial exploration and practice.Based on the analysis of the staffing situation in L County,this paper points out some the existing problems in the management methods of the grass-roots government.Through investigation and research,querying archives,individual interviews,and so on,various issues are targeted.The introduction focused on analyzing the reasons behind the problem and proposed some ideas and countermeasures for solving problems through reform.The main results and conclusions are as follows:(1)There are various problems in the management and using of grass-roots staff,such as the aging of the staff structure,the unbalanced sex ratio,the imbalance between supply and demand,the unbalanced management and use of non-standard management among departments and posts.The main reasons are related to the current staffing management policies,which are related to the production and living conditions at the grassroots government and influenced by the social background,and some of reasons are left over by history.This article puts forward some reform ideas and countermeasures based on the actual work.What is most needed in the management of grassroots establishment is to improve the preparation of the approved standards.In the use of personnel,methods can be adopted to rationally reduce barriers to entry at the basic level,explore cross-level personnel exchange mechanisms,and improve current recruiting mechanisms for civil servants and public institutions.And improving the attractiveness of grassroots work is also a key link for ensuring grassroots retention..(2)The implementation of reforms in the management and use of grass-roots staff involves a wide range of issues,involving the entire population,requiring top-level design from the central level.Many measures also require central funding to achieve this.There are some contradictions and problems that have been accumulated over the years,and it is not a day to solve them.It is appropriate and necessary to select suitable areas to carry out reform pilot,innovate the management mode of grass-roots personnel,and give preferential policies to the grass-roots governments.
