The Research On Local Governments' Third-Party Evaluation System Of Public Policies

The third-party assessment system for local government's public polices means that the local government uses the independent third-party assessment entity to evaluate and appraise the schemes,operation situations,and implementation effects of local public policies.This is an important part of the local government policy process.It is also an effective way to make the public policies more scientific and democratic,strengthen the implementation of public policies,improve the quality and level of public policy evaluation,promote the rational allocation of public resources,and maximize the public interest.At present,the third-party assessment system is still in its infancy in the practice of local government policy evaluation.It is influenced by many factors such as the local government's democratic decision-making mechanism,the development level of local think tanks,assessment criteria and methods,public participation,and public decision makers' attitudes.Local governments in some regions have issued corresponding rules and regulations and conducted corresponding third-party evaluations of public policies.It can be seen that third-party assessments have an incomplete evaluation legal system,lack of effectiveness,weak assessment capability,unsound assessment systems,and poor communication and coordination.Therefore,the third-party assessment system for local government's public policies still has shortcomings and needs to be improved in terms of effectiveness.Through comparison with the establishment and operation situations of developed countries' third-party assessment systems for local governments' public policies,we find that the third-party assessment laws and regulations in developed countries are complete,the evaluation system is scientifically clear,the assessment of the main professional independence,adequate personnel reserves,sound personnel training mechanism,pay attention to the use of assessment results and so on.This serves as a reference for the establishment of the third-party assessment system for local government's public polices in China.To establish the third-party assessment system for public policies,the local governments must implement the following measures based on local conditions:First,improve the relevant laws and regulations,realize the normalization of third-party assessments and the rule of law,ensure the effectiveness of the assessment results,and gradually promote the construction of third-party assessment subjects,evaluation procedures,and the evaluation standards;second,adjust measures to local conditions,clearly assess procedures,unify technical standards,quantify assessment methods,and construct practical and feasible evaluation systems;Third,attach importance to the use of assessment results,enhance the effectiveness and enlarge the application scope of application of assessment results,ensure the openness of assessment information,and establish an efficient assessment result feedback mechanism;Fourth,nurture multivariate assessment subjects,enhance the independence of third-party assessment subjects,increase professional strength,and implement "competitive posts";Fifth,strengthen regional cooperation improve the sharing of regional assessments experience,and introduce off-site "examiner" for evaluation.
