Community emergency work is the focus of work in my country under the sinking of power and the trend of refined community management.Under the circumstances that my country vigorously advocates moving the emergency threshold for emergencies,urban communities still have frequent crises,and the economic,social and personnel losses caused are also increasing day by day.The urban central district community,although in the central area of the city,presents a state of complex physical environment and aging infrastructure,complex and diverse community types and population composition,strong population heterogeneity,high mobility,management difficulties and crisis.The impact is relatively large.Therefore,the emergency management of the communities in central urban areas is closely related to urban construction and development,and it is also necessary and important to study the emergency prevention and preparedness mechanisms in central urban areas.In order to study and optimize the community emergency prevention and preparedness mechanism in central urban areas,this research combines the risk-emergency-crisis transformation model to transform the community emergency prevention and preparedness mechanism research into community vulnerability research,and obtains the theoretical analysis framework of this article.Under the guidance of the theoretical framework,firstly,several typical urban central communities in Chengdu are selected for investigation and interview work,and the qualitative analysis software NVivo11 is used to conduct grounded analysis and processing of the acquired data,combined with co-word analysis and social network analysis.,Completed the similarity test of the main concepts of the article,obtained the three cores of physical vulnerability,social vulnerability,and management vulnerability as well as 13 main concepts,and constructed an empirical analysis framework of community emergency prevention and preparedness mechanisms from the perspective of vulnerability.Secondly,under the guidance of the empirical analysis framework,select a typical urban central district community C community in Jinjiang District,Chengdu,conduct research to obtain rich first-hand data,and combine the data to research and analyze the vulnerability status of C community and emergency prevention and preparedness mechanisms.On this basis,the problems existing in the emergency prevention and preparation mechanism of the community in the central area of the city are drawn and optimized countermeasures are proposed.The study found that from the perspective of vulnerability,there is a lack of locality and flexibility in the pre-planning mechanism and organizational construction mechanism for urban central communities;the key infrastructure protection mechanism has not yet been established,and the human and material resources are insufficient;the resource preparation mechanism is not perfect,and emergency resources and participants are difficult.Integration;community publicity and education mechanism is not working smoothly,community emergency culture has not yet formed;the practical application of vulnerability assessment mechanism is limited,and social and management vulnerability assessment is lacking.Therefore,this article proposes to establish a dynamic plan preparation mechanism;increase capital investment,Establish critical infrastructure and community emergency coordination mechanisms;strengthen community emergency publicity and education,cultivate community emergency culture;promote regular vulnerability analysis and assessment systems,strengthen social and management vulnerability assessments,reduce community vulnerability,and improve community emergency prevention and preparedness mechanisms.
