Investigation Report On The Prevention And Emergency Preparedness Mechanism Of Rural Communities In A Town, Jialing District

Rural community is an important place for rural residents to produce and live,with its security being the key part of rural security.In recent years,although under the general trend of emergency management focus down-shifting and forward-moving,the accidents of rural community still occur frequently,which seriously threatens rural residents’ life and property.In contrast to the urban community,the emergency management in rural community has certain disadvantages in structure and quality of population,resources allocation,system construction,cultural system and so forth.It’s worthy to make a deep research on how to carry out the emergency management of rural community to reduce the loss of lives and property under limited condition.On the basis of the existing research,this paper combs the relevant mechanism of the phase of prevention and emergency preparedness,take the phase of emergency prevention and emergency preparedness as the breakthrough point,and takes the rural community of A town in Jialing District as the research object.By means of data consulting,questionnaires,visits and discussions to maximally reveal present situation of the risk prevention,emergency preparedness,education and training and the Social mobilization in A town.From the perspective of mechanism,this paper points out that there are some problems in emergency management mechanism of rural community in A town,and points out that the factors influencing the function of prevention and emergency preparedness mechanism of rural community in A town,such as the lack of profession of village cadres and community volunteers,the low quality and formality of emergency plans,the single and outdated of education and training,the lack of social responsibility of the public.In view of these problems,this paper uses relevant theories and methods to analyze the deep-seated reasons,and finally puts forward countermeasures and suggestions to improve the mechanism of rural community prevention and emergency preparedness from four aspects: firstly,to establish a professional talent team by absorbing professional talents and improving the training system;secondly,to improve the assessment mechanism by expanding the participants,improving assessment indicators and strengthening the application of results;thirdly,We should promote the construction of emergency culture from three aspects: system,spirit and material.Fourthly,we should give Township and community greater autonomy.
