With the continuous development of China's economy and the continuously expanding construction of industrialization and urbanization,a large amount of urban housing construction land,public infrastructure construction land and industrial production land have all come from rural land expropriation.Therefore,the phenomenon of land expropriation can be said to be common in the development and change of rural areas.According to the statistics of the State Bureau for Letters and Calls,by the end of 2016,petition letters concerning land acquisition and demolition accounted for 20.8% of all accumulated cases of petition letters sorted out and investigated nationwide,ranking top in the classification of accumulated cases of petition letters,and the problem of petition letters caused by rural land expropriation is relatively prominent.Among cadres in towns and villages,there is an old saying,"there is no village without petitions,there is only village without land expropriation",as long as a project occupies an area,it will be bound to trigger petitioning or even a mass incident.In these petitions and even mass incidents,it is undeniable that petition letters have provided a low-cost and low-barrier channel for the masses to express demands and maintain rights.However,relative to the rights maintaining petitioning that expresses the legitimate demands through petition letters,more and more benefit seeking petitions that threaten the grass-root government by means of creating a disturbance via petitioning have aroused the research interest of the author.Based on the field investigation of M Village in N Town,J City,Henan Province,this paper tries to describe the whole process of the occurrence of petition cases in the process of land expropriation in the village,to reproduce the game between the petitioners and the rural cadres,to analyze from the perspective of sociology and study the peasants' benefit making petitioning behaviors in the process of land expropriation and to reveal the action logic behind the behaviors,thus providing a reference for better understanding and coping with the benefit seeking petitioning in the process of rural land expropriation.
