Research On Social Assistance In Qingdao City From The Perspective Of Social Justice

Qingdao City has a rapid social and economic development.On the one hand,it provides a good economic foundation for the development of social assistance.On the other hand,it also causes a social situation which the gap between the rich and the poor is widening and social instability is increasing.In this situation,we need social assistance to provide living guarantees to the citizens who trapped in a difficult life,and to maintain the basic social justice.Social justice is the inevitable pursuit of social development and provides theoretical support for the development of social assistance.As a developed coastal city in the eastern coast of China,Qingdao takes the lead of social and economic development and has the earlier and faster development in social assistance.Qingdao can provide good experiences for the development of social assistance in China.Therefore,the framework of this study is that the theory of social justice provides theoretical support and guidance for the development of social assistance and the development of social assistance also can promote the achievement of social justice.Then,the study takes Qingdao as an example and review the theory and literature about social justice from Domestic and abroad.Through the questionnaires survey,we leaned about the living condition of some residents who living in difficulty in Qingdao.Combining the claim of social justice and social assistance from the nationar constitution,the idea of the Communist Party of China and the government's,this study summarized and compared the development status and problems with the social assistance in Qingdao through the literature research method.Through the information collected by the author,the study found the conclusion which the realization of social justice needs the improvement of the social policy and social system,especially the improvement of the social assistance system.The changes in the system bring the formation of concept of citizen justice,and stimulate various participants to promote the social justice.The highest constitution,the party's philosophy,and the government policies have many expressions about social assistance and social justice,which provide more support for the development of social assistance in China.The situation of social assistance in Qingdao has generally achieved great results in the forefront of the country.It has greatly promoted social justice,but there is still gaps compared with the other developed cities.Qingdao has already explored a good mechanism of social assistance which improves the efficiency of social assistance work,and also can be used as a reference for social assistance in other parts of China.However,the basic capability of the social assistance is still weak and lacks legal protection in Qingdao.In view of the problems existing in social assistance in Qingdao,this study make some related suggestions in order to achieve maximum degree of social justice.
