Research On The Protection Of The Environmental Sanitation Workers Under The Background Of Public Service Outsourcing

The construction and development of urban environmental sanitation is related to the vital interests of the people,and is of great significance to the improvement of urban ecology.It is playing a more and more important role in the promotion of modern city civilization and the increasing demand for material and cultural life of the people.With the rapid development of the city,the urban population has blowout growth.The development speed of urban public health services can not match the speed of urban development.The urban sanitation services can not meet the needs of rapid urban development.Taking the successful experience from the new public management movement,we introduce the market mechanism into the government public service,and provide more high-quality public health services for the people through the market.The government vigorously promotes the transformation system of public service outsourcing,introduces social organizations into the supply system of public services,and determines the providers of public services through competition mechanism.It has promoted the effective use of financial funds,improved the quality of public service,and accelerated the transformation of the government's functions.At present,the research of public service outsourcing mode mainly focuses on the outsourcing mode of public service itself,including the development mode and the problems and shortcomings of the system.Based on the background of public service outsourcing becoming a trend of development,this paper makes a multi angle analysis of the status quo of the rights and interests of sanitation workers in Xi'an through questionnaires and comparative analysis,so as to provide theoretical basis for institutional reform and standardize the market.As a direct provider of urban sanitation services,the living conditions of the sanitation workers are ignored.In view of the low cultural quality of the group of sanitation workers and the weak ability to maintain their own rights and interests,it is extremely urgent and important to protect their legitimate rights and interests.From three aspects of security,economy and personality,the reasons for the damage of the self-interest of the sanitation workers are discussed.From the government,social organization,public awareness,rules and regulations and other aspects to ensure the legal rights of the sanitation workers.Facing the reality of the damage of the rights and interests of the workers in the environmental sanitation industry,the corresponding solutions are put forward,which is conducive to the coordinated development of labor relations and create conditions for social stability.
